Role Summary: Role holders in this level have overall responsibility
for operational shift activities conducted in an allocated work area.
Their key contributions centre on achieving and maintaining optimum
production levels through supervising Panel Operators and field staff
involved in monitoring and controlling equipment and process flows,
ensuring at all times that safety issues are paramount. Typically, the
work involves the early identification and rectification of problems to
minimize downtime and production loss. There is also a major role to
play as the Incident Controller in emergency situations where
decisiveness and speed of action are critical. Task & Duties: a.
Planning & Supervision of Shift Activities : Plan, Priorities,
allocate and supervise the activities of subordinate staff in allocated
area to ensure operational targets are met through the optimization of
production processes and cost-effective operations. b. Budget Input:
Assist in the preparation of departmental budget through providing
inputs, ensuring that adequate provision has been made for the funding
of all planned activities in allocated area. Adopt a cost-conscious
approach to utilization of approved budget resources. c. Procedures
Development/Implementation: Participate in the development and
post-approval implementation of production procedures and practices
that facilitate the achievement of enhanced efficiency and
effectiveness. Conduct continuous reviews to identify enhancement
potential. d. Manpower Deployment: Participate in developing manpower
plans for the deployment of staff to meet operational requirements and
objectives. Monitor and make necessary changes as per changing needs.
e. Maintenance Planning / Coordination: Participate in maintenance
planning and coordination for optimum operating condition and downtime
is kept minimum. f. Continuity and Compliance: Facilitate work
continuity and procedural compliance. g. Training & Development:
Identify training gaps, recommend and implement training and
development programs. h. Incident Controller: Act as an Incident
Controller during emergencies in allocated area with responsibility for
deciding on first-line intervention action in advance of dedicated
emergency service personnel. i. Health Safety Environment & Quality
Compliance: Ensure the implementation and adherence to approved
procedures that protect company staff and assets and meet their
community responsibilities. j. Management Reporting : Prepare regular
and ad hoc line reports on issues setting out details of progress,
incidents, initiatives taken and recommending ways forward. Levels of :
a. Problem Solving : Deals with more complex issues and problems in
relation to process operations. Will guide and advise all operators on
troubleshooting. b. Decision Making : Takes decisions on operational
troubleshooting, escalating those that exceeds authority or expertise.
Has Emergency procedure authority to order plant shutdown.

Education
& Exp : Engineering Graduates or Diploma Holders with good
experience. Min 10 yrs operator exp in the oil and gas sector,
exclusive of any study time taken to upgrade qualifications to NC
level. Also for Engineering graduates and holders of Higher National
Diplomas. They will be required to have completed 5 yrs operational
experience, including the possession of unit-specific knowledge, to
meet the minimum requirements for entry to this level. |
